Maximizing Grant Opportunities to Access Operator XR Advanced Training Technology

As we enter a pivotal grant season, numerous funding opportunities are available to help your law enforcement agency enhance its capabilities using advanced technology. 

Operator XR’s immersive virtual reality (VR) training systems align with a number of grant provisions, particularly in areas such as de-escalation training, technology equipment acquisition, increasing preparedness and response times to critical incidents, and specialized counter-terrorism training.

Current Grant Programs

Two high-value grant programs, that may support the purchase of Operator XR, have application windows open now:

COPS School Violence Prevention Program (SVPP)

SVPP funding will provide up to 75% funding for the following school safety measures in and around K-12 (primary and secondary) schools and school grounds:

  • Coordination with law enforcement

  • Training for local law enforcement officers to prevent student violence against others and self

  • Metal detectors, locks, lighting, and other deterrent measures

  • Technology for expedited notification of local law enforcement during an emergency

  • Any other measure that the COPS Office determines may provide a significant improvement in security

Operator XR Call-out

Operator XR’s OP-2 platform gives districts and police departments a shared, virtual sandbox where they can build accurate floor-plan replicas of local school hallways, cafeterias and entry points with the Scenario Builder, then place officers and administrators into realistic drills. In minutes, trainers can script everything from crisis-intervention conversations to active-shooter lock-ins, letting school resource officers practise de-escalation, mental-health or suicide-prevention dialogue and room-clearing tactics side by side with patrol back-up, fully meeting SVPP requirements for coordinated, targeted training.

Each run records response times, communication effectiveness and threat-neutralisation choices, giving districts time-stamped evidence that reviewers can use to demonstrate improved readiness and support safer outcomes for students.

Because the same tool can adjust variables such as lighting levels, door states, alarms and other site-specific devices, stakeholders can stress-test physical deterrents and emergency-notification technology before capital spending. After-action analytics let instructors spot bottlenecks—such as a choke point outside the gym or a delay in the mass-alert system—so schools can fine-tune hardware placement or policy. By combining immersive rehearsal, measurable performance data and rapid “what-if” modelling, OP-2 directly addresses SVPP funding areas for preventive training, law-enforcement coordination, physical deterrents, real-time alerting and any other measure that materially upgrades campus security.

COPS Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement

This program seeks to promote safe outcomes during police encounters with persons in crisis through relevant training. Supported training programs must address one or more of the following areas of focus:

  • De-escalation tactics and alternatives to use of force

  • Safely responding to an individual experiencing a mental or behavioral health or suicidal crisis

  • Safe encounters with individuals with disabilities

  • Successfully participating on a crisis intervention team

  • Making referrals to community-based services and support

Operator XR Call-out

Operator XR’s OP-2 system is a portable VR training platform that lines up with multiple evaluation points in the FY2025 Safer Outcomes grant program for de-escalation and crisis response. Using the Scenario Builder, instructors can insert variables such as suspect behaviour, lighting, crowd density or communicative stressors into branching scenarios. Dynamic role-player avatars react to spoken commands and trainee actions in real time, allowing officers to rehearse de-escalation, mental-health crisis dialogue and disability-aware communication skills.

Each run feeds a powerful After-Action Review that records reaction times, communication clarity, accuracy and policy compliance, giving agencies the evidence they need for performance reporting. OP-2 supports team sessions for up to eight users plus role-players, so patrol officers, dispatchers and behavioural-health partners can rehearse a full Crisis Intervention Team response together. Instructors can replay the exercise from multiple viewpoints to identify any coordination gaps or communication delays before they appear in the field.
